1、 主席報告：
Chair’s report
1. “Congratulations on Dr. Hwang’s promotion to associate professor.
2. We were informed on Feb. 14, 2017 that the program of Industry Experts assisting
in teaching for Academic Year 105 has been approved since Jan. 9, 2017. The
allocation for each applicant is as the handouts and the activity will be closed by
June 30, 2017.
3. The program “International Commercial Exhibition”, as a 2 nd specialty after
“Bachelor” degree (學士後第二專長學士學位學程), has just been approved.
This degree is targeted to those who have already obtained a bachelor degree. We
will be accepting applicants this summer for the full semester. There are 60 slots
available. The students will be divided into 3 groups: English, Spanish and
Japanese. (Attachment 1)
4. The application process for the Award of Outstanding Teacher begins now.

Subject 1：Review of the applications for exchange students for the 2017 academic
year.
決 議：照案通過，續送國際事務處辦理後續。
Resolution：Passed.
執行情形：已執行完畢。已續送國際事務處辦理。
提案二、為本系五專五甲陳彥伶同學(10157032)獲得105學年度第一學期及
川正ㄧ先生優秀獎學金，提請 備查。
Subject 2：Proposed for future reference on the case of student 陳彥伶, awarded the
Mr. 及川正ㄧ scholarship in the first semester of Academic Year 105.
決 議：照案通過。
Resolution：Passed.

3、 提案討論：
Draft Resolution for proposed issues and related discussion
提案一、為本系擬於106學年度新聘專任教師3員，提請 討論。
Subject 1: Discussion on employing three new faculty members
Explanations :
1. According to the regulation stipulated by the Ministry of Education, any new
faculty member is supposed to have at least three years of working experience for
the enterprises prior to being employed as a teacher at a university.
2. The notice for the new position is as shown in the attachment 2 .
說 明：
1.根據教育部之規定，任何新聘專任教師應具備相關業界實務經驗至少3年以
上。
2.新聘專任教師徵才啟事，如附件2。
3.本系專任教師足額為22員，目前105學年度為17員。
4.依據本校教師聘任辦法辦理。
決 議：
1. 以聘任專案教師方式，依據本校約聘教學人員聘任要點辦理。
2. 聘任名額以錄取1至3名為原則，將視實際徵聘情況再行決定。
3. 徵才啟事草案，依與會委員一致同意修正後通過，如附件2。
4. 依據本校教師聘任辦法第4條，本案擬續提本系教師評審委員會辦理後續
徵聘事宜。

Subject 2 : Concerning the anomalies of the French class.
說明：
1. 依據：
(1) 本系105學年度第2學期第1次系課程委員會(106年2月21日)會議紀錄
，「提案二」決議 (如附件3-1)
(2) 本系105學年度第2學期第2次系教師評審委員會(106年3月6日)會議紀錄
，「提案二」決議 (如附件3-3)
提請本會議討論。
2. 案內經過，請詳見附件3-1至附件3-3。
Explanations:
1. At last semester’s orientation, the secretary of the department passed students a 2 nd
foreign language study choosing form, in which 4 languages were available for
them to choose from.

2. The department collected the forms and counted the number of students registered
for each language. There were only 4 students registered for the French class. Of
course, the French class can’t be opened for just 4 students, according to our
school’s regulations, so the French class was not on their class schedule. There
wasn’t any French class. And moreover they chose Japanese online as their 2 nd
foreign language.
3. On the 3 rd week 張家幸 from the Academic Affairs office got online to drop the
Japanese class without our department authorization for some of the students.
None of our department has heard of it except 7 students, 張家幸and the 2 French
teachers.
4. On the 7 th week the Academic Affairs Department sent us a payroll list for
confirming the classes that we have opened for the department’s students. And we
found that there were 2 classes on the list that we weren’t aware of. That was the
French class. So we didn’t approve the funding for the nonexistent French class.
Since then the French teachers and 7 students (3 of them dropped their Japanese
class on the 3 week and the department neither permitted nor was informed of it.)
sent a complaint every day to the Ministry of Education and the Control Yuan, to
the president of the University.
5. We have explained the case and written a lot of reports with proofs to the
president but he neglected to review all the documentation, and just demanded us
to allow students to continue the class even though those 7 students were not
registered for the French class. Initially we refused to follow the president’s
directive because if we agree to the case in the future we’ll have a lot of problems,
which means first of all there’s a liability issue, secondly it’s not fair for those
students and teachers who follow the rules, third the standard of being able to
open a class will be spoiled. Last but not least other students and teachers can and
will copy them.
6. Actually the president has put pressure on us and demanded us to listen to these 7
students’ parents complaints without any reasonable justification.
決 議：
1. 依照本系105學年度第2學期第1次系課程委員會(106年2月21日
)、105學年度第2學期第2次系教師評審委員會(106年3月6日)之決議
，依法辦理。
2. 若本案學生(6位)仍拒絕填寫選課申請書，完成任課教師及主任核章
之手續，則再召開系務會議進行討論。
3. 依與會委員建議，本提案於議程部分補以中文說明。
